At 1:30 a.m. April 20, the complainant was walking on the 1300 block of Wharton Street when an unknown male approached her from behind and forced her to the ground, Lt. John Stanford, of the Office of Public Affairs, said. He managed to pull down the top of her dress, but the complainant fended off further aggression by macing him, leading him to flee northbound on the 1200 block of South Clarion Street.
