The 26-year-old victim told police the culprit simply walked up to him at 3:10 a.m., fired two bullets that struck his left arm and leg, then ran off, said Sgt. Steve Biello of South Detectives.

The victim was taken to the Hospital of the University of Pennsylvania, where he was listed in stable condition earlier this week, the sergeant said.

Woman nabbed in heroin bust

Officers from the Narcotics Field Unit South busted up a one-woman drug operation Friday, seizing 324 packets of heroin and a suspect, officials said.

Stacey Rinchen, 26, of the 1100 block of Porter Street, was arrested around 1:30 p.m., said Capt. Dave Testa of Narcotics Field Unit South.

"She was a major supplier delivering to the area of Fifth and Oregon. We intercepted her at Fifth and Oregon and confiscated what we call rocks of heroin," the captain told the Review.

Testa said the packets had a street value of $3,240 — Rinchen allegedly would have sold the packets for $10 each, the captain explained.

The suspect’s Honda CRV also was confiscated because police say Rinchen made sales in her car, the captain said.

Two days earlier, officers from Narcotics Field Unit South arrested five men, including one Testa called a "high-level supplier," in Southwest Philly. Police confiscated 4.5 kilograms of powder cocaine with a street value of a half-million dollars, Testa said. Along with the drugs, police seized an AK-47, four handguns, $15,000 in cash and about $60,000 in the supplier’s assets, Testa said.

Police are not releasing the names of the suspects arrested in Southwest Philly because the federal government may take over the case.

Arson attempt at restaurant

A Queen Village restaurant was the target of an apparent arson attempt Sunday night, police said.

The 47-year-old owner of Chinese Fried Chicken and Cheese Steaks, 942 S. Fifth St., told police someone hurled an unknown object through his door around 8:30 p.m., said Sgt. Steve Biello of South Detectives.

The device began to smoke and burn several floor tiles, but there was no other damage or injuries, the sergeant said. Engine 3 and a fire marshal responded to the scene, along with the police department’s Ordnance Disposal Unit, which confiscated the device, Biello said.
