The Philadelphia Police Department is looking for help in collaring a man who accosted two girls on Christmas Day.
At 3 p.m., the minors were riding bicycles in the parking lot on Fourth Street and Oregon Avenue when an unknown male approached them. He offered them $20 to photograph their feet for inclusion in a foot collage. They described the figure as white and in his 30s; having brown hair fashioned in a mullet and a thin brown beard; wearing a blue and gray hoodie, gray jeans and red and white sneakers; and carrying a blue duffel bag.
