
On Tuesday, April 23 at approximately 8 a.m., an unknown African American male was captured on surveillance video walking in the area of 3600 Wharton Street looking at residences.
At approximately 8:35 a.m., the suspect, now wearing a reflective safety vest, knocked on a door. Posing as an employee of the Philadelphia Water Department, the suspect informed the victim that he had to test the water inside, according to police. Once inside, police say the suspect grabbed the victim from behind and a struggle ensued. When someone came running down from the second floor, the suspect grabbed the victim’s cellular phone and ran out of the residence.
