Every year, Frances Marshall of the 1600 block of South Ringgold Street can be found underneath her portable canopy with tons of goodies from Philadelphia’s Summer Food Service Program that she distributes to neighborhood kids like 3-year-old Demetrius Alexander Shepherd. Rain or shine, Marshall sets up shop between Tasker and Morris streets five days a week and dishes up lunches from 11:30 a.m. to noon and snacks from 2:30 to 3:30 p.m. until Aug. 29.
